PMW: Look what the PA is hiding from the US and Britain
The Palestinian Authority often translates Mahmoud Abbas’ important speeches into English and publishes them on the website of its official news agency WAFA. Abbas' speech this week in Cairo was also translated but one striking theme was left out: All the anti-American and anti-British hate speech.

The parts of Abbas' speech at the meeting of the secretaries-general of various Palestinian factions, that were not publicized in English, demonized the US and Britain as “colonialist” states that illegally created Israel. He condemned the Balfour Declaration, which recognized the right of the Jewish people to establish a state in their homeland, as a “conspiracy” to “promise to one [the Jews] who has no right”:
Abbas: “Western colonialism – and the US and Britian in particular – conspired to issue the ominous Balfour Promise (i.e., Declaration) in 1917, in which one who has no ownership gave a promise to one who has no right.”

Abbas further criticized that “the colonialist states” - especially the US - persist in their misconduct by continuing to sponsor Israel who Abbas compared to apartheid South Africa:
“We are also especially focusing on creating changes in public opinion in the colonialist states that have sponsored Israel and are still sponsoring it to this very day, and especially in the US (in this context, we have South Africa as a model) [parentheses in source].”

Abbas’ climax on this issue is that because of all these crimes, the PA is planning legal action against the United States and Britain:
“We also will submit lawsuits against the US and Britain for their responsibility for the Balfour Promise and its implementation through the British Mandate for Palestine.”

Finally, since Palestinians - according to Abbas - have existed “on its historical homeland… on this land for thousands of years,” and Israel's history is “false Zionist and Israeli claims and narratives,” Israel is therefore an illegal occupation that is destined to “pass”:
“We will certainly triumph, we will defeat the occupation (i.e., Israel)… for every occupation passes in the end, and this will be the fate of the hated Israeli occupation of our homeland."

Top Palestinian official slams Biden administation as ‘weak’
The Palestinian Authority’s top diplomat on Thursday slammed the Biden administration as “weak” over its failure to date to launch a negotiating process with Israel.

“I’m frustrated,” P.A. Foreign Minister Riad al-Maliki told a gathering of reporters in Ramallah, adding, “It seemed that [President Joe Biden] wanted to change all policies [former President Donald] Trump had taken, but not when it comes to Palestine.”

Al-Maliki pointed to what he said was Washington’s failure to rein in Israeli construction in Judea and Samaria and curtail IDF counterterror operations there.

“We have a weak [American] administration when it comes to Palestine,” said al-Maliki. “We re-engaged with the administration hoping that they would have the strength and the courage to move forward.”

Earlier this year, P.A. chief Mahmoud Abbas outlined a series of demands for Israeli concessions during a meeting with U.S. Secretary of State Antony Blinken in Ramallah.

In May, Abbas likened Israel to Nazi Germany during a speech at the United Nations marking “Nakba Day,” meaning the “disaster” or “catastrophe” of the establishment of modern-day Israel on May 14, 1948.

“Zionists continue to say that Israel made the desert bloom. As if Palestine was a desert and they made the desert bloom,” said Abbas. “These are lies. They continue to lie, like Goebbels, and they continue to lie until people believe them.”


IRGC chiefs tell UK students to join ‘apocalyptic war’ on Jews
Senior commanders from Iran’s Islamic Revolutionary Guards Corps (IRGC) are using a London-based student organisation to pipe extremist antisemitic propaganda and calls for violence into British universities.

The speakers, some of whom who are sanctioned by Britain for human rights abuses, have played key roles in crushing of dissent in Iran.

This is the first time that IRGC commanders have been seen to play a direct role in disseminating regime propaganda in the UK.

The JC has identified eight IRGC leaders who have addressed UK student audiences since early 2020.

Recordings obtained by this newspaper reveal that one commander, Saeed Ghasemi, told British students that the Holocaust was “fake”, boasted of training al-Qaeda terrorists, and urged his audience to join “the beautiful list of soldiers” who would fight and kill Jews in a coming apocalyptic war.

Another, Hossein Yekta, claimed Jews “created homosexuality” and urged his audience to “raise the flag of the Islamic revolution, Islam and martyrdom”. Students should see themselves as “holy warriors”, he said, promising that the “era of the Jews” would soon be at an end.

The disclosures sparked renewed demands from leading MPs and security experts for the government to proscribe the IRGC as a terrorist group, making organising similar talks a criminal offence. The move has been resisted by the Foreign Office.




PA pledges diplomatic and legal offensive against Israel after US meeting
The Palestinian Authority pledged to continue its legal and diplomatic offensive against Israel on the international stage after a meeting with a high-level US delegation in Ramallah failed to produce any results, officials said on Thursday.

Deputy Assistant Secretary of State for Israeli-Palestinian Affairs Andrew Miller led the delegation which held talks Wednesday with PLO Executive Committee Secretary-General Hussein al-Sheikh and other Palestinian Authority officials.

There was no real change in the US administration’s position toward the latest developments surrounding the Israeli-Palestinian conflict, Palestinian officials said after the visit.

Speaking to reporters in Ramallah on Thursday, Palestinian Minister of Foreign Affairs Riyad al-Malki echoed the disappointment of the Ramallah-based leadership with the US administration, which he described as “weak.”

The talks in Ramallah came amid increased disappointment in Ramallah with the US administration’s failure to exert pressure on Israel to halt its “unilateral” measures in the West Bank, especially regarding settlement construction and daily military incursions into Palestinian communities.

Malki and other senior PA officials pointed out that the US administration has failed to fulfill promises it had made to the Palestinians, such as the reopening of the US Consulate in Jerusalem and the PLO diplomatic mission in Washington, DC.

The officials have also repeatedly criticized the US and the international community for failing to put pressure on Israel to halt settlement construction and military incursions into Palestinian communities as part of the IDF’s ongoing counter-terror operation.
Why Doesn't Anyone Ask Why There Is a Refugee Camp in Jenin?
In all the coverage of Israel's operation to root out terrorists from the Jenin refugee camp, did anyone ask: Why is there a refugee camp in an area controlled by the Palestinians? The Oslo Accords gave the responsibility for Jenin to the Palestinian Authority, which might have been expected to ameliorate the suffering of the residents by dismantling the camp and moving the "refugees" into permanent housing. But neither Yasser Arafat nor Mahmoud Abbas had any interest in helping them.

The international community showered billions of dollars on the PA, yet no funds were allocated to eliminate the camp.

The PA, not Israel, keeps more than 12,000 people in the Jenin camp and nearly 1.4 million in 25 others under its control. International supporters of the Palestinians don't care about the people in Jenin or any other refugee camp unless Israel can be blamed for the hardships.

During the years it controlled Gaza, Israel wanted to move the people out of camps. However, the Arabs would sponsor UN resolutions demanding that Israel "desist from the removal and resettlement of Palestine refugees."

For those who claim to be interested in the Palestinians' welfare, a good place to start would be to demand that the PA dismantle the refugee camps and move the residents into permanent housing where they can begin to live normal lives. The same demand should be made on Arab countries that maintain camps and refuse Palestinians citizenship.


EU Helps Palestinians Sidestep Peace Talks via Illegal Building
You may have missed this Al Jazeera headline last month: “Israel approves plans for thousands of illegal settlement homes.”

Once again, the Qatari news service does what it does best—lie. Israel’s residential communities in Judea and Samaria—aka the West Bank—are not illegal. The Jewish state has every right to build in the specific area its communities are located, per terms of the Oslo Accords, signed by the Palestinians.

What is not legal is the unpermitted construction that Palestinians are undertaking in Israeli-controlled territory, at the instigation of the European Union.

The Palestinian Authority is building illegally in large portions of Judea and Samaria, with the aim of creating a de facto Palestinian state and thus avoiding required peace negotiations. Much of this illegal construction is financed by the European Union—part of a strategic plan to seize land under Israel’s control.

The Oslo Accords (1993-95) divided Judea and Samaria into three zones: Areas A, B and C. The Palestinians have full and partial control of Areas A and B respectively, where about 90% of the total population—2.8 million Arabs—reside. By agreement, Israel fully controls Area C, including authorizing construction.

Israel controls Area C for a great many security reasons, but also because Jews are the majority population there. Of the 800,000 residents, some 500,000 (62.5%) are Israelis, compared with just 300,000 (37.5%) Palestinians.

Remember that Palestinians assert all of Judea and Samaria—and indeed all of Israel—is “occupied Palestinian land.” They also falsely claim that they build illegally in Area C because Israel will not issue them permits. Facts disprove this allegation.

First, Palestinians maintain they can build wherever they want in Area C without permits. Indeed, P.A. Prime Minister Mohammad Shtayyeh has said, “We don’t need permission from the occupying power to build our homes on our lands.”
Efrat Resident Exposed PA Plan to Register Real Estate inside Israel’s Area C
A resident of Hadagan, one of the northern neighborhoods in Efrat, Gush Etzion, noticed from the balcony of his house surveying works carried out by PA Arabs in the wadi adjacent to the fence surrounding the Israeli town which is in Area C, under full Israeli control according to the Oslo Accords.

The video he shot (see below) and his report to the Regavim movement prompted an investigation that revealed that the village council of Artas, which is located between Bethlehem and Efrat, issued a call to area residents to “regulate their lands” inside the complex known to them as Umm Rukba, and in effect register the land with the PA registrar.

The public announcement was published on the council’s Facebook page and is reminiscent of the announcements of Israeli local planning and construction administration announcements. The notice states that construction and development work for residential neighborhoods are planned to be carried out at the site, and those who claim rights to the land there are requested to come and arrange the land registration with the PA.

According to Regavim, this phenomenon is taking place on a huge scale in recent years. The Palestinian Authority is taking advantage of the Israeli governmental vacuum in the open territories of Judea and Samaria, and carrying out a systematic land grab in Judea and Samaria, with an emphasis on areas C, while completely ignoring the Oslo Accords.

The procedure is led by the PA Justice Ministry and Lands Authority and includes land registration; division into blocks, plots, basins, and lots; inspection of land rights; and, finally, determination of ownership and registration of the land with the registrar in Ramallah.

When that part is complete, in many cases the same elements carry out planning and infrastructure works for electricity, water, and access roads.

“For years we have been demanding that the Israeli government wake up, and meanwhile, the Palestinian Authority is setting facts on the ground,” says Avraham Binyamin, director of policy at the Regavim movement.

I remember that there was an Israeli [army] officer named Monjo from Kibbutz Ein HaMifratz. He had connections with people from Al-Manshiyya, especially with the village chief. He told the village chief: ‘Tell them that no one is to leave the place.’ But what did they start to say? The village chief is a traitor, the village chief sold [the village to the Jews] – and the people began to flee.”

Jonathan S. Tobin: Is a US-Saudi-Israel deal really in the works?
I remain skeptical about the U.S. brokering a deal normalizing relations between Jerusalem and Riyadh. There are too many reasons why both the Biden administration and the Saudis are unlikely to sign off on any such agreement. Moreover, the price that Israel is going to be asked to pay for the privilege of exchanging ambassadors with the Saudis is not something Netanyahu ought to agree to.

Washington has never wanted to validate the Saudis' desire for a response to Iran's quest for a nuclear weapon with its own project. And most of Biden's Democratic Party despises the Saudis as a reactionary regime.

The idea that concessions to the Palestinians are the sticking point for the Saudis is nonsense. They, like other Arab governments, are tired of having their interests held hostage to an intransigent Palestinian leadership that has no interest in peace with Israel under any circumstances.

The optimism about a deal for which the Saudis have no real enthusiasm and whose terms are unlikely to be acceptable to Biden or Netanyahu seems unwarranted. If and when the Saudis are ready to upgrade relations with Israel, it shouldn't come at a price that will undermine Israel or strengthen Palestinians who have no interest at all in peace.

Leading US Orthodox Group Condemns ‘Meddling’ in Israel’s Affairs
A leading American Orthodox group on Wednesday issued a statement denouncing US officials’ criticisms of judicial reform legislation recently passed in Israel.

“Whatever the merits or shortcomings of that plan, American lawmakers and other government officials, while they are entitled to their opinions, should not be seeking to use their positions of power to meddle in the internal affairs of another sovereign democratic state,” said Agudath Israel of America, a nonprofit founded in 1922 to serve as an umbrella organization for Orthodox Jews.

The group, which neither endorsed nor criticized the legislation, continued, “What form, if any, judicial reform in Israel should take is a matter for Israelis to determine, through Israel’s vibrant democratic process. The United States would rightly resent another nation’s attempts to influence our own internal political affairs. Members of Congress and other American officials should ponder that, and leave Israeli issues to Israelis.”

Agudath Israel’s statement comes amid a clamorous debate in the US over the future of Israel’s democracy in light of last month’s passing of a bill that abolished the “reasonableness” standard used by the Israeli Supreme Court to assess the constitutionality of the nation’s laws.

While the organization did not mention any US officials by name, their denouncement appears to be a rebuke of the Biden administration’s saying last Monday that “the vote…took place with the slimmest possible majority” as well as comments made by various US Jewish civil rights groups — such as the Anti-Defamation League, which expressed being “deeply disappointed” — and lawmakers.

On Thursday, Reps. Jan Schakowsky (D-IL) and Annie Kuster (D-NH) introduced a resolution calling on the US Congress to denounce “actions that undermine Israel’s future as a Jewish, democratic state.” In the past, Schakowsky has opposed the US Department of State’s use of the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism, which is used by over 40 countries and widely considered as the best in the world for identifying and fighting antisemitism.

PMW: The PA summer camps for terror and Martyrdom
The main theme of the PA’s summer camps this year was presenting terrorists and Martyrs as role models for Palestinian children.

Summarizing the overall message of the camps, senior PA and Fatah official Jibril Rajoub, who is also the head of the PLO Supreme Council for Youth and Sports that ran the camps, stressed that dead terrorists are “moons,” “stars,” and “the elite.” They are “heroes” who are “recorded in our hearts,” he said, adding that it is crucial that they “remain in our memories” and that they are “honored.” Rajoub stressed that the purpose of the camps are in line with the “Palestinian national ideology to ensure the awareness of these children who are the builders of the future.” In other words: The camps are a teaching tool for the PA through which the PA leaders make sure their ideology and values – that terrorists are heroes and role models – continue to live on in the next generation:
Fatah Central Committee Secretary Jibril Rajoub: “We established 648 [summer] camps in which 65,000 male and female [child] pioneers participated... These camps were established… on the principle of the Palestinian national ideology to ensure the awareness of these children who are the builders of the future… An additional [camp] topic connected to the shared slogan of these [Martyr] heroes, whose bodies are being held by these new Nazi fascists (i.e., Israelis)... We say to them [Israelis]: They [the Martyrs] are moons, they are stars, they are the elite, and they are the ones who sacrificed their lives. They were and will remain in our memories and in the memory of their children and their grandchildren... These [Martyrs] are recorded in our hearts.”

Accordingly, the slogan the PA chose this year for all the summer camps was “Moons and Not Numbers,” with the goal to teach 65.000 teens aged 13-17 to admire terrorists. Palestinian Media Watch has exposed that the PA glorifies terrorist “Martyrs” as “moons.” “Not numbers” refers to Israel temporarily burying dead terrorists in numbered cemeteries until the bodies are transferred to the PA at a later date.

The following are examples of how the PA instilled in 65,000 teens this summer the belief that terrorists who attack Israelis – including those who succeed in murdering their victims – are heroes to be admired.

Muhammad Aweis, Suhaib Al-Ghoul, and Ashraf Al-Sa'adi – Palestinian terrorists aged 28, 27, and 16 respectively who shot at Jalame checkpoint near Jenin on June 21, 2023. While the three terrorists attempted to escape the area by car, an Israeli military drone fired a missile at the vehicle, killing all three terrorists. Aweis was a commander of the Al-Aqsa Martyrs' Brigades (Fatah's military wing), Al-Ghoul was a commander of the Jenin Brigade (part of Islamic Jihad's military wing), and Al-Sa'adi was a member of the Jenin Brigade. The terrorists previously committed shooting attacks targeting the Israeli towns of Gan Ner on May 28, 2023, and Meirav on April 17, 2023, both near Jenin.




Beirut warns Palestinians: End infighting in camp or we will
The Lebanese Armed Forces may be forced to intervene and restore order in Lebanon’s largest Palestinian refugee camp, Lebanese interim Prime Minister Najib Mikati has warned Palestinian Authority leader Mahmoud Abbas.

During a phone call, Lebanon’s prime minister reportedly told Abbas to put an immediate end to the hostilities in Ain al-Hilweh camp. The statement, cited by the Associated Press on Thursday, called the internecine fighting a “flagrant violation of Lebanese sovereignty.”

Mikati added that it was “unacceptable” for warring Palestinian groups to “terrorize the Lebanese, especially the people of the South who have embraced the Palestinians for many years,” according to the wire service.

Ain al-Hilweh, southeast of the port city of Sidon, has been the scene of violent clashes between rival Palestinian factions in recent days.

Hostilities broke out over the weekend after an unidentified gunman attempted to assassinate Junud al-Sham militant Mahmoud Khalil, killing one of his companions instead.

Islamists then retaliated by assassinating Abu Ashraf al-Armouchi, a leader in Abbas’s Fatah party, as well as three of his escorts. According to the AP, rival factions used assault rifles and rocket-propelled grenade launchers as innocents fled the crossfire.

At least 12 people, including one civilian, have been killed so far, while 50 others sustained injuries, the U.N. Relief and Works Agency said on Thursday. Hundreds more have fled the camp, which the U.N. claims is home to some 55,000 “refugees.”


Seth Frantzman: Iran is working to take over Syria’s chemical weapons industry - report
Iran is seeking to take over key parts of the Syrian defense industry, a new report by the Alma Research and Education Center, said on Wednesday.

Alma is focused on security threats to northern Israel and regularly reports on Iran, Hezbollah, and other threats in Syria and Lebanon.

“Syria is still producing and storing chemical substances at CERS with the feasibility of future military use, breaching International agreements,” the report said. CERS is also known as the Scientific Studies and Research Center (SSRC).

How is Iran trying to take over parts of the Syrian defense sector?
The investment in chemical weapons by Syria has been a serious threat for decades. Syria was supposed to dismantle its chemical weapons during the Syrian Civil War. However, the SSRC has continued work on various projects. Iran also plays a role in these sites. Alma raises concerns that in any next confrontation with Israel “would this type of weapon be used against IDF and Israeli civilians?”

The research also notes that any work with chemicals can lead to disasters like the explosion at the Beirut port caused by ammonium nitrate.

The SSRC which is known in French as the Centre D'Etudes et de Recherches Scientifiques (CERS), was established in 1971. It has a number of sites in Syria with some 20,000 employees.

“Iran's major focus is to develop and manufacture precision missiles and rockets, cruise missiles, and unmanned aerial vehicles (UAVs) on Syrian soil, using the CERS Center's institutes in general,” the Alma report says.

By working in Syria, Iran is able to shortcut the logistics needed to move weapons to Syria and Lebanon via a long distance, such as through Iraq to Albukamal on the Iraq-Syria border. The US has sanctioned hundreds of people linked to CERS. In 2018, US airstrikes targeted CERS and the US said that the strikes had set back the Syrian chemical weapons program for many years. Five years later it appears Iran’s tentacles are growing back and so are these dangerous sites.

The Alma report says that CERS centers have been targeted over the years but that “the attacks disrupted but did not entirely halt work at the CERS site[s].”


As Tehran Supplies Russia With Drones, Iran Nuclear Deal Puts America in Awkward Position
As America assumes the rotating presidency of the United Nations Security Council for the month of August, President Biden faces a dilemma in two months: keeping his promise to revive the 2015 Iran nuclear deal could put America in violation of a UN resolution.

Lacking a Senate majority to ratify the nuclear deal America cut in 2015 with five world powers and Iran, President Obama asked the Security Council to endorse the pact, known as the Joint Comprehensive Plan of Action. The UN’s top body dutifully passed resolution 2231, which obligated all members of the UN to abide by the nuclear deal’s provisions.

As agreed to by the writers of the JCPOA, the council resolution included several sunset clauses gradually rescinding sanctions that had previously been imposed on Iran. In return, the Islamic Republic was to take steps to end its nuclear arms pursuit. One of these sunsets is due in October.

According to the resolution, eight years after its enactment the council must lift restrictions related to Iran’s import and export of ballistic missiles and unmanned aerial vehicles. Yet, until that date arrives, in October, sanctions remain.

Therefore, Russia’s “use of Iranian UAVs is a violation of UN Resolution 2231,” the American ambassador at the UN, Linda Thomas-Greenfield, told reporters on Tuesday, as she assumed the council’s presidency. “We have asked the UN for an investigation, particularly as it relates to the use of these UAVs in Ukraine by Russia.” She added that the use of Iranian drones anywhere else “should be condemned and part of an investigation, because it does violate 2231.”

While Ms. Thomas-Greenfield sticks to the language of resolution 2231, American and European diplomats say they plan to maintain some sanctions related to Iran’s missile and drone exports even after October, when according to the resolution they must lift them. That could leave the Western council members open to allegations that they, rather than Russia or Iran, are violating the security council resolution.
